Government Concession Contracts in Chile: The Role of Competition in the Bidding Process

Over the last 12 years, Chile has been very successful in attracting private participation into the provision of Public Infrastructure. Private capital has gone into road infrastructure, ports and airports all over the country in the form of Concessions. The aim of the 1991 Concession Law, and that of the specific contracts associated with each project, has been to provide much-needed infrastructure efficiently and without committing government resources better employed elsewhere. Using the contracts of four infrastructure projects involving the private sector in Chile, we show that even though these projects and the Concessions Program are positively evaluated, design flaws in the auction setup directly or indirectly reduced competition in the bidding process, negatively affected performance, created incentives for ex-post renegotiation and precluded welfare maximization.Contracts, concessions, bidding

Development of a simulation platform for the evaluation of PET neuroimaging protocols in epilepsy

Monte Carlo simulation of PET studies is a reference tool for the evaluation and standardization of PET protocols. However, current Monte Carlo software codes require a high degree of knowledge in physics, mathematics and programming languages, in addition to a high cost of time and computational resources. These drawbacks make their use difficult for a large part of the scientific community. In order to overcome these limitations, a free and an efficient web-based platform was designed, implemented and validated for the simulation of realistic brain PET studies, and specifically employed for the generation of a wellvalidated large database of brain FDG-PET studies of patients with refractory epilepsy

La profundización del Wilsonismo dentro del sistema internacional y sus efectos en el orden mundial post Segunda Guerra Mundial

The traditional international system is marked by the idea of the balance of power, and the efforts of the great powers to reach a hegemonic position. Nonetheless, Wilsonian idealism arose to change this approach to the international system. In the post-World War II era, remnants of the balance of power approach are still present. Therefore, in view of the fact that Wilsonism has not been totally successful, this qualitative study analyzes those remnants of the traditional international system that impede the evolution of a Wilsonian perspective, with a view to assisting in giving direction to the future evolution of international relations...El sistema internacional tradicional está marcado por la concepción del equilibrio de poder, y los esfuerzos de las grandes potencias mundiales por alcanzar una posición hegemónica. Sin embargo, surge el idealismo wilsoniano para cambiar este enfoque en el sistema internacional. En la época post Segunda Guerra Mundial, aun existen rezagos del equilibrio de poder. Por lo tanto, al ver el no total éxito del wilsonismo en el sistema, este estudio cualitativo analiza dichos rezagos del sistema internacional tradicional que impiden la evolución de la perspectiva wilsoniana, con el fin de ayudar a direccionar la futura evolución de las relaciones internacionales..

La seguridad como objetivo político-criminal del sistema penal

[ES] La seguridad se ha convertido en un tópico ineludible de la discusión político-criminal contemporánea. Riesgos del crecimiento demográfico: el derecho a la sostenibilidad alimentaria y la capacidad de regeneración natural de los ecosistemas

La presente investigación aborda varios de los principales riesgos que genera el crecimiento demográfico mundial respecto a la sostenibilidad alimentaria y a la capacidad de autoregeneración de la naturaleza, colocando en diálogo el derecho de las personas de acceder a una alimentación de calidad y en cantidad suficiente tanto de presentes como de futuras generaciones con principios del derecho ambiental en debate y que se observan incluso como elementos garantes de los derechos humanos como son el desarrollo ambientalmente sostenible y sustentable, principios que como se observará desde los hechos y acontecimientos incluyen entre sus elementos configuradores e intrínsecos a la capacidad de regeneración natural de los ecosistemas. Este es entonces un texto que se aproxima y ayuda a comprender el significado real de generar un comercio de recursos ambientalmente sostenible y sustentable, analizando para ello los efectos tangibles y globales de una población humana creciente que utiliza y consume grandes cantidades de recursos, así como las proyecciones planetarias en caso de no revertirse dichas tendencias

Protección penal del diseño industrial en la era del "branding" : una interpretación diferenciadora del artículo 273.3 del Código Penal

Se estudia la particularidad de los diseños industriales\ud como invenciones objeto de derechos de propiedad industrial y las\ud consecuencias de dicha peculiaridad para la interpretación de los delitos\ud contra la propiedad industrial. En el contexto económico actual, los\ud diseños industriales actúan a veces como invenciones pero otras veces\ud como complementos de marcas. Así, no todos los casos de usurpación de\ud un diseño industrial deben ser tratados penalmente de igual modo. En\ud unos casos la usurpación de diseños debe tratarse como una usurpación\ud de invenciones, con un efecto patrimonial automático. Pero en otros la\ud usurpación del diseño industrial es similar a la usurpación de un signo\ud distintivo. Y, por ello, no queda garantizado que exista siempre también\ud un daño patrimonial.This paper exposes the specificity of industrial design as\ud an object protected by intellectual property (design patents), and the\ud difference this specificity makes in interpretation of intellectual property\ud crimes. Yet, in modern (marketing) economy, industrial design plays\ud sometimes a role as a technical innovation, but sometimes only looks\ud like a complement of a brand. Therefore, not all cases of design patent\ud violation should be solved in the same way. There are cases in which violation\ud is a proper patent violation, with economical damage necessarily\ud involved. But there are also cases in which design patent violation is onlya part of one attack against a brand. And, then, it is not possible to guarantee\ud that any economical damage will take necessarily place

Model for the curricular design of training projects under the competence approach: Background for its application

El presente trabajo es el resultado de la Tesis Doctoral llevada a cabo por el autor, en la Universidad de Playa Ancha, Chile, en el marco del programa de Doctorado en Políticas y Gestión Educativa, bajo la dirección del Profesor Guía Sr. Claudio Figueroa López (Ph.D). En él se presentan algunos antecedentes de lo que fue la investigación realizada en cuatro (4) universidades del Consejo de Rectores de Universidades de Valparaíso (CRUV), en diferentes carreras de Ingeniería, donde se pudo encuestar a sesenta y seis (66) académicos y entrevistar a cinco (5) profesores que participaron en diferentes innovaciones curriculares bajo enfoque de competencias. Luego, con base en los hallazgos encontrados, se establecen algunas conclusiones en función de los objetivos específicos de la investigación. Finalmente, con base en la investigación, el autor propone un modelo integrador para llevar a cabo cualquier proceso de innovación curricular con enfoque de competencias en la formación profesional de pregradoThe following work is the result of the Doctoral Thesis carried out by the author at the University of Playa Ancha, Chile within the framework of the Doctorate in Administration and Politics in Education, under the direction of the supervisor professor Mr. Claudio Figueroa López (Ph.D.). This thesis shows some of the major findings of the research conducted at four universities belonging to the Assembly of Chancellors of Valparaiso (CRUV) within different majors in engineering, where sixty-six academics were surveyed and five other professors participated in different innovative curriculum models, whose major focus was on competences. Thereafter, based on the evidence found; several conclusions were established in function with specific objectives of this research. Finally, based on the investigation, the author proposes an integral model in order to carry out any process on curricular innovation based on competences for undergraduate students

Coenzyme Q10 deficiencies: a group of potentially treatable mitochondrial diseases

Tutor/a: Montero Sánchez, Raquel[eng] The main objective of the present project is to critically review the current state of knowledge on a group of mitochondrial disorders known as coenzyme Q10 (CoQ) deficiencies. It has been developed thanks to a deep bibliographic research, using an on-line biomedical database in order to search and select the most recent and relevant articles in this field of study. The project highlights the central role of CoQ in the mitochondrial respiratory chain, but also its involvement in several aspects of cellular metabolism. Given its essential functions, this study also describes how a deficit in this molecule leads to a number of disorders with an unexplained heterogeneous clinical spectrum. In this regard, CoQ deficiencies can occur due to defects of CoQ biosynthesis (primary deficiencies) or due to other causes (secondary forms). In addition, this piece of work emphasizes how biochemical measurements in the patient’s tissues or biological fluids and genetic testing play a crucial role in the diagnostic pathway. A reviewed and updated protocol for the biochemical determination of CoQ status in different specimens is proposed. Finally, this project also states that early diagnosis and initiation of specific treatment is of paramount importance, especially as some CoQ-deficient patients respond well to CoQ supplementation. In conclusion, the study suggests that, despite the advances in the last decades, further elucidation of the biochemistry and genetics of these complex diseases is needed to set the stage for improving the care of patients and the development of novel treatments.[cat] Deficiències de coenzim Q10: un grup de malalties mitocondrials potencialment tractables. El principal objectiu d’aquest treball final de grau és revisar d’una forma crítica el coneixement actual sobre un grup de malalties mitocondrials conegut com a deficiències de coenzim Q10 (CoQ). Ha estat redactat gràcies a una minuciosa recerca bibliogràfica, emprant una base de dades biomèdica on-line per tal de cercar i seleccionar els articles més recents i rellevants en aquest camp. Aquest projecte posa de manifest el rol fonamental del CoQ en la cadena respiratòria mitocondrial, però també la seva participació en un gran nombre de processos del metabolisme cel·lular. Donada la rellevància de les seves funcions, aquest estudi també descriu com el dèficit d’aquesta molècula condueix a un grup de malalties amb una espectre clínic molt heterogeni. En aquest sentit, les deficiències de CoQ poden ser degudes a defectes en la biosíntesi de CoQ (deficiències primàries) o a altres causes (formes secundàries). A més, el treball remarca el paper crucial de les determinacions bioquímiques de CoQ en teixits i fluids biològics, així com el de les proves genètiques, en el procés diagnòstic. També es proposa un protocol actualitzat per a la determinació bioquímica de CoQ en diferents espècimens biològics. Finalment, s’assenyala que el diagnòstic i l’inici del tractament primerencs són de vital importància donat que alguns pacients responen bé a la suplementació amb CoQ. Com a conclusió, el projecte suggereix que, malgrat els avenços de les últimes dècades, és necessari aprofundir en l’estudi dels aspectes bioquímics i genètics d’aquestes malalties per tal de poder millorar la cura dels pacients i desenvolupar noves teràpies
